Safaricom in partnership with Commercial Bank of Africa (CBA) – now NCBA – launched its unique mobile money (M-PESA) overdraft facility dubbed “FULIZA M-PESA”, which enables a customer to complete their M-PESA transactions when they have insufficient funds in their M-PESA account.
FULIZA M-PESA is available to all Safaricom’s M-PESA customers, giving them an option to make purchases without any inconveniences of having insufficient balance in their M-Pesa accounts. The awarding of FULIZA limits i.e the maximum amount a customer qualifies for, however, will depend on the customer’s credit viability and how long they have been using M-PESA.
Fuliza comes on the heels of Safaricom’s loan service known as M-SHWARI which gives a 30-day term loan to any registered and qualified M-PESA customers. The two may sound similar but they are different.
Difference between FULIZA M-PESA and M-SHWARI
The main difference between FULIZA and M-SHWARI is that, with M-SHWARI, a customer can request for any amount they want and qualify to receive; if successful, this amount is added to the customer’s M-Pesa account balance while with Fuliza, the money is not added to the M-Pesa balance; rather, it is “topped up” to the transaction you are performing.
Requirements for Applying for FULIZA M-PESA
To apply for FULIZA service, you need to:
- Be a registered M-Pesa customer with an active Safaricom SIM.
- Your Safaricom SIM must have been active for six months prior to the time of application to use the Fuliza service.

- Safaricom may prompt a qualified customer to register for FULIZA if they try to make a payment or send money which exceeds their current M-PESA balance.
- Once you have opted into the service, you will get a confirmation text message with your maximum FULIZA limit.
FULIZA M-PESA Limit
FULIZA M-PESA limit is the maximum amount a customer qualifies to overdraw on his M-PESA account to make a payment or pay for goods and services. The FULIZA limit depends on the customer’s credit rating and how long they have been using the M-PESA service. To increase your FULIZA limit, you should continue using Safaricom M-PESA to build a good transaction history, and repay Fuliza M-PESA on time to enhance your credit score.
Safaricom reviews customers’ overdraft limit every 3 months depending on the customer’s usage and can change the limit without giving any reasons.
Using FULIZA M-PESA Service
To use FULIZA M-PESA service, a customer who has subscribed to the service needs to transact normally on M-PESA even when they have insufficient funds in their M-PESA account. The customer should accept the FULIZA request at the end of the transaction for it to be successful.
You can use FULIZA M-PESA as many times as you need as long as you remain within the allocated maximum limit.
FULIZA M-PESA Rates
FULIZA M-PESA is not a free service. There are charges a customer has to pay for using the overdraft services. FULIZA M-PESA charges an access fee of 1% and a maintenance fee of between Ksh.2- Ksh.30 per day for each day the account is overdrawn. Below is a breakdown of the rates.

Repaying FULIZA M-PESA Overdraft
Repaying FULIZA M-PESA overdraft is easy. A customer only needs to deposit any amount of money on their M-PESA account. Safaricom automatically deducts the FULIZA M-PESA amount until the overdraft is fully settled.
If a customer has any unpaid FULIZA M-PESA balance after day 30, they will not have access to their FULIZA M-PESA limit. The limit will be restored on full repayment of the FULIZA M-PESA balance.
FULIZA M-PESA Transaction Reversals
If a customer sends money to a wrong number or pays to a wrong business and needs to reverse the transaction, the normal M-PESA reversal process applies as long as the recipient has not utilized the funds. The customer can also initiate a reversal by sending the M-PESA transaction SMS to 456. Transactional charges will not be reversed.
